Maksim Skutin
Head of Cloud Systems · Cloud & Platform Engineering Leader
I'm a cloud & platform engineering leader operating at the intersection of infrastructure, security and AI-driven transformation. Over the last 10+ years I've built and evolved mission-critical systems in mobility, routing, telematics, fleet management and SaaS, and today I lead the Cloud Systems function at Quantum Inventions in Singapore. Outside of day-to-day leadership, I'm an AWS Community Builder, occasional speaker and writer, sharing practical lessons on modern IaC, platform engineering and AI-assisted development through talks, training and content, and using that community work to inform how I shape teams and technology in my own organisation.

2016 - 2022
First DevOps hire in the company, responsible for introducing and scaling DevOps culture, cloud practices and tooling across multiple products and business verticals.
- Established the initial AWS cloud platform and CI/CD foundations for core mobility and routing products, moving teams away from ad-hoc infrastructure
- Designed and rolled out Infrastructure as Code, observability and deployment practices that became the organisation's standard for new services
- Planned and executed the phased migration of all code repositories to GitHub with zero downtime, consolidating SCM and laying the groundwork for modern CI/CD
- Centralised identities, logs, artefacts and infrastructure blueprints, improving security, compliance and consistency across engineering teams
Head of Cloud Systems
2022 - 2025
Responsible for cloud and platform strategy across a multi-account AWS estate, defining architecture, cost and reliability guardrails and the internal platforms product teams build on.
- Standardised on a Pulumi-based AWS platform managing ~8,000 resources, moving from vendor-hosted IaaS to a self-hosted, code-driven model and reducing complexity and lock-in
- Optimised AWS commitments and sizing, delivering ~36% baseline infrastructure savings over three years while supporting growth in fleet and smart-cities workloads
- Drove observability adoption across business and R&D (shared metrics/traces/SLOs), improving APDEX and incident response for key customers
- Scaled cloud adoption in R&D from ~5% to ~75% through Cloud 101 onboarding, sandbox accounts and self-service 'golden path' templates
- Ran internal enablement (webinars, workshops, hackathons) and secured AWS APN Validated status to strengthen co-selling and technical alignment
Head of Cloud Systems

Quantum Inventions was divested from Continental Automotive and acquired by Omegro (Constellation Software). My remit expanded to leading AI adoption and key parts of security and compliance integration at portfolio level.
- AI Adoption Lead in Omegro's 'AI First' program: grew AI tool usage in Engineering from 0→60% in three months, built an AI dashboard correlating work tickets and GitHub PRs, and contributed to a portfolio AI event in Cape Town where our team placed 2nd
- Closed OSS due-diligence items by rolling out FOSSA across repositories and delegating remediation to chapter leads, achieving 100% clearance
- Designed and coordinated rollout of an enhanced security stack covering endpoint protection, mobile device management, vulnerability management, centralised logging/SIEM, advanced email protection and security awareness training, together with updated IT policies and end-of-life asset remediation aligned with parent-company standards.
- Initiated BCP/DR improvements for business systems, including FTR101 and DR strategy work for a product line preparing for AWS APN listing
- Introduced a secure Download Center for delivering artefacts to customers and facilitated a Developer Portal hackathon in the India office to prototype a unified developer experience
